As the sun sets on the 2018 election I am sitting here trying to think of the words to say.  All I can say is thank you. Thank you Prince George! I am so humbled by the support you have shown me at the polls (6880 votes). I will work hard each today to show you that you did not make a mistake. I am looking forward to getting to work with the new Board of Education.

Huge congratulations to Ron Polillo, Trent Derrick, Sharel Warrington, Betty Bekkering, Shuirose Valimohamed and Bob Thompson on your victories.

I also want to say a big congratulations and thank you to Trudy, Sarah, Stephanie, Corey, Allan, Howard and Bruce for running great campaigns and putting your name forward. You all brought forward such great ideas and we need to listen and respond to the issues you brought forward.

Election Questions – Prince George District Teachers Association

  1. Why are you running to be a trustee in the upcoming municipal election?

 It is because I believe I still have work to do as a Trustee.  I strongly believe in the power of public education and the impact that it has on children and youth.  I have also seen firsthand how our schools are so much more than schools, and our teachers are so much more than teachers.  As a teacher you are a mentor, coach, friend, ally and advocate.  I still have the passion for this role and when I look ahead at the next twelve months I believe we need experience and leadership to bring the board and district through these challenges and opportunities. This includes implementation of the new funding formula, ensuring fair and successful bargaining with both our teachers and support staff, supporting you through the final implementation of the new curriculum, catchment and capacity issues being faced in our schools, and improving relationships with stakeholders and community.  I am invested in this role and in making sure SD57 is the best district to work and learn.  

  1. Prior to September, 2018, had you ever been to a school board meeting?

Yes, I have been fortunate to be serving as a SD57 trustee since 2011 and have been Board Chair since 2016.  

  1. What do you see the role of Trustee as it relates to the Superintendent of the school district?

The Superintendent of Schools is the employee of the Board of Education.  They are hired by the Board of Education to supervise the day to day operations of the District and execute direction of the Board.   The board regularly provides feedback to the Superintendent either through motion, and annually through a 360 performance review.  Earlier this term, the board also approved a Role of the Board and Role of the Superintendent Policies that lay out the technical responsibilities.

 

  1. How will you deal with capacity and catchment issues in Prince George?

The million-dollar question.  I will ensure that the board deals with them quickly (in terms of time into mandate) and transparently.  I will ensure that consultation occurs and while final decisions may not always be popular they will be made after looking at all options and considering all the feedback.   I don’t have the answers as to what the final decision at Ecole Duchess Park will be, but this is just one of the catchment and capacities areas we need to address. Most if not all areas of Prince George need to be looked at.   I stated my position on both consultations during the September Board meeting and that is based on preliminarily information I don’t support moving French Immersion or Edgewood.  In order for me to support these moves I would need very compelling evidence that it was the best option for the district and our students.   

  1. If elected, will you speak out publicly about issues which are a direct result of government underfunding or inaction? Please describe what actions you will undertake

Yes.  Over my past two terms I have done this in various ways and will continue to.  While letter writing is not always viewed as effective it is something that will continue to be done as it an avenue open to us and one that could result in public pressure as well.  We have finally created a better system for tracking these letters and the board needs to ensure that we follow up when we don’t receive a response.  I have also engaged with our local representatives and members of government through social media about concerns faced in the district. Additionally, I believe we need to do a better job of using our representatives in local government to help us advocate.  Quite often our Mayors and Council is able to meet with Ministers at UBCM.  We want to ensure our message gets across to Ministers as often as possible.  Finally, I am currently a Director with the BC School Trustee Association.  This gives me a seat at various provincial tables including a table with Ministry Staff and the Minister on a regular basis. I have and will continue to use these opportunities to advocate for our region, our staff and our students.  

  1. Are you aware of the technology concerns of the district, particularly referring to being restricted to one platform and the lack of accessible Wi-Fi? What will you do to address these concerns?

Yes.  Over the past mandate I had the opportunity to chair the Ad-Hoc Committee on Technology.  It is time that we do back and revisit these recommendations and hopefully implement those that we have not implemented yet.  I hope Education Services Committee can make this a priority.   In terms of the dual platform debate I am not necessarily in favor of bringing Mac desktops and Macbooks back into the District.  However, I have been and continue to be in favour of allowing and supporting the use of IPAD’s.  I believe in the current climate this is something that we should be able to successfully move forward on.

 

  1. What are your views on S.O.G.I. (Sexual Orientation and Gender Identity), and S.O.G.I. 1 2 3 in the classrooms of this District?

I fully support the work being done both in our district and across BC in support of our LGBTQ+ students and proud to stand behind the SOGI policy approved by our district in 2014 and then strengthened a couple years later.  I fully support an inclusive and safe environment for all our students and staff.  SOGI 123 is a great resource and one that I am glad is being used in most districts across BC.  I will be honest, shortly after I was elected in 2011 I was asked about a stand-alone policy. At that time, I didn’t fully understand the need for one as we had what I believed was comprehensive anti-bullying policies. After hearing more of the stories about what was happening myself I was happy to admit that I was wrong ( and did so both at the public table and on social media).  I was proud to be chair of Policy and Governance when the policy came to the table for approval. I personally am so excited that all of our buildings now have at least one all gender washrooms and will be the norm in all new builds including Kelly Road when it opens in 2020.

  1. To what extent would you prioritize music and arts education in this district?

Being a band, drama and choir student all through high school I am a big believer in the arts.  In this budget the board approved a Fine Arts Resource Teacher in the District. This was a great start. I want to see this position continue.  In addition to being a fan at student events I will continue to support the Fine Arts at any opportunity possible.

 

  1. In the past few years, this district has had problems in recruiting and retaining specialist teachers, for example in French Immersion, Core French (elementary and secondary), music, and trades. How would you address this issue?

For the past year the District has had a lot of success bringing teachers into the District.  This was done by investing money into the creation of recruitment materials and hiring a recruitment officer. We have been able to bring teachers to Prince George from all over the country.  This strategy has been successful so far and I want to see the recruitment position continue to look at the ongoing recruitment of specialty teachers and TTOC’s.  I want to see additional recruitment position to assist with the recruitment of EA’s and other staff needed for the District.  I also want to work with our Superintendent and Director of HR to help streamline the onboarding process further so that when a teacher is hired they get their contracts sooner and there is less risk of losing people to other districts.  

  1. Last year, the RCMP and the mayor asked that people stay home during inclement weather/snow storms. Our staff and students were expected to show up in these unsafe conditions. Will you support a change to the policy so that schools will close based on the recommendations of the RCMP or city staff during inclement weather? Why or why not?

Yes, I am generally supportive of the change currently being discussed at Policy and Governance.  I know at my day job I told staff not to come when it is unsafe to.  However, before I vote in favour of the change I will need to see a plan in place to ensure children who happen to arrive at school remain safe.

Thank you so much for CKPG Today for the opportunity to respond to these questions.  They will be posting all candidate’s answers on their website leading up to election day.  Here are my responses.

Why run for a trustee position? Fist and foremost, I am passionate about Public Education and believe I still have work to do as a Trustee.  I am seeking re-election for a third term on school board because there are some big challenges and opportunities on the horizon for both SD57 and Public Education in BC.  I am confident I have the skills, leadership, and experience to support the district and board through these while also advocating for our students, staff and communities.  These challenges include addressing the catchment and capacity issues in Prince George schools; advocating for our district and students as the government introduces changes to the education funding formula; supporting our staff through the final implementation of the new curriculum; and as the employer ensure a fair and respectful bargaining process with our teachers and support staff.  These are all going to faced by the new board in the next 12 months.

 

What do you see as the biggest challenge facing SD57? One of the biggest issues facing our district right now is catchment and capacity. Our district is growing and we are quickly running out of space in our schools. This will need to be addressed by continuing the consultation started by the Board and looking at options to address the current and projected capacity crunches. These options could include changing catchment areas, trying to add space through the addition of portables and/or finding creative solutions that would not impact the education needs of our students. The first round of consultation regarding Ecole Duchess Park is complete and we learned a lot about what the community is looking for.  We need to take some of that feedback and look at some different options presented as well.  Before the final decisions are made the board needs to continue consulting with stakeholders, and make sure the process remains transparent.

 

Is the current curriculum preparing kids for success? Yes, I believe it is.  The new curriculum was developed with extensive consultation with teachers across British Columbia and is designed to have kids learn and understand concepts rather than memorize and regurgitate. It is teaching core competencies and big ideas rather than ensuring kids remember a certain fact for a test. It will create more enriching learning environments and will help create better rounded citizens. I also believe it will provide teachers with more opportunities to teach to their passions and create even better learning opportunities for kids.   I recognize that the roll out of the new curriculum has caused concern because it is a big change in how education looks and is delivered.  The district has and will continue to provide support to our teachers through the first few years of the new K-10 curriculum and need to ensure we are supporting staff and communicating with parents, guardians, caregivers and students as the new graduation curriculum is implemented.  The goal of the new curriculum is to produce well rounded graduates and educated citizens. I believe the new curriculum will do that and hep our students be successful in life after public school.

 

Do you believe the new ward system will be effective? I do, but it will take work and commitment from the new board. Once sworn in the board of seven is now responsible for representing and advocating for all students, staff, and citizens of SD57.  The board still needs to be committed to visiting these communities and meeting with their local governments and community members, even if there is a trustee living there.  The Board also needs to review our Ad-Hoc report on Rural Education to make sure the recommendations implemented have had the desired impacts and get updates on recommendations that have not yet fully been implemented.  The voices and perspectives of the trustee from electoral area two (Mackenzie) and three (Robson/Canoe Valley) are going to be valuable.   The District has also taken some actions to ensure these trustees are fully able to participate whether they make the trip to Prince George or participate remotely.  We want to ensure they can participate fairly and represent the constituents they were elected by.

 

How should the funding formula look? The provincial government is reviewing it.  It needs to be predictable and sustainable. There needs to be more funding and support for special needs students and that a model focusing on needs based supports and strategies rather than a dollar amount per student is beneficial. I believe CommunityLINK funding needs to be increased and tied to data such as EDI or other indexes that monitor a community’s vulnerability.  I believe the formula needs to recognize the importance of a school to rural and remote communities and provide adequate funding to support rural education.  I believe that the formula needs to give boards more flexibility and local autonomy.  I believe the formula needs to increase capital funding and ensure it is distributed throughout the province. I believe targeted aboriginal education dollars need to stay as targeted dollars. The new funding formula may have a big impact as we have been told the quantum is not increasing, just being redistributed.   When it is introduced we need to quickly model it and ensure it does not negatively impact our district, our students or our communities.  If it does, we need to quickly respond to government.  I support our motion asking government to delay implementation until 2020 rather than 2019.

What do you see as the main role of the School District 57 Board of Trustees: The main role of School District 57 Board of Trustees is to act as elected co-governors of the public education system.  We are responsible to set and govern policy, approve and monitor the budget and set the strategic direction of the district.  As co-governors we also have a responsibly to hold the government accountable for decisions it makes.  We need to ensure that our students and staff are not impacted negatively by decisions made.

  1. How will you ensure that rural schools are adequately funded and represented? Right now we are waiting for the government to release the report from the independent panel looking at the current funding formula. The new funding formula may have a big impact rural education funding.  When the new funding formula is introduced we need to quickly model it and ensure it does not negatively impact our rural communities.  If it does, we need to quickly respond to government.  We can’t let the new funding formula impact our communities.   The new board will have two rural trustees on the board.  This will be a good start to ensure the voices from these communities are at the table. However, we still need to make sure we are representing these schools and communities.  We need to revisit the report from the Rural Ad-Hoc Committee on Rural Education (internal committee) and ensure that in progress recommendations are still being looked at.

 

  1. If you have one pet project you would like to accomplish as a school trustee what would it be? Improve communications between the District and the community. It’s 2018 and our website needs improvement and the district needs a social media presence.

 

  1. What is one thing you bring to the board table that no other candidate does? I am currently a director with the BC School Trustee Association. I am currently serving my first term and was proudly elected by my fellow trustees.  As a director it gives me the ability to advocate for our students and region at a provincial level and have a seat at influential tables.  It also gives me the ability to learn firsthand from other districts and bring ideas back to the board table.

 

  1. Recruitment and retention of teachers and support staff is an ongoing issue. What are your thoughts on ways to keep the district properly staffed? Last year the district invested money into a plan to recruit teachers to School District 57.  This plan included hiring an in house recruitment officer, creation of recruitment materials and strategy to bring teachers from across Canada to our district. This strategy has been quite successful to recruit classroom teachers. We have been able to ensure compliance with the Supreme Court ruling.  We still need to grow our TTOC list (Teachers Teaching on Call) to ensure we have coverage when classroom teachers are away.  The board has continued this recruitment support in this budget and believe that this will mean more teachers coming to the district.  The District now needs to create a similar strategy to recruit EA’s and other support staff to the district.

 

  1. How will you try to ensure public education for School District 57 increases: When the new funding formula comes out in early 2019 we need to ensure that it does not negatively impact our district’s funding. We need to be able to quickly model the formula and respond back to government if needed. The district is also in a very good financial position.  This past year we were able to invest $800,000 of surplus into the operating budget to create additional supports for students and staff.  It is my hope that the Expanded Committee of the Whole for the 2019-2020 budget can look at investing additional surplus dollars back into the district benefiting our students and classrooms.

Reason community would recognize your name: There are a few reasons why people might recognize my name.  I have been a Trustee since 2011 and have been Board Chair since 2016.  Have been with Big Brothers Big Sisters for almost 12 years.  I was named the 2017 PG Chamber of Commerce Business Person of the Year, spent 6 years as the President of Volunteer Prince George and growing up I organized a Christmas Seniors Dinner for seniors living in Prince George.

What is the most important issue facing the school district, and how do you propose to deal with it?

 What is your specific reason for running?

 Where can the school board spend less?

At this time, I don’t believe we are in a position where things could be cut.  We have made many difficult decisions over the past few years and have cut in so many places.   Our board has made tough decisions over the years to ensure balanced budgets. The budget we approved for the 2018-2019 school year is not only budgeted but we were able to add about $800,000 of additional staffing and resources to benefit students and staff in the classroom and build capacity in the Board office. 

 Where should the school board be investing more?

I believe in the next couple budgets (assuming changes to the funding formula do not negatively impact our district) need to invest a bit of our accumulated surplus to further build staff capacity and provide additional resources for students.  Priorities that I have set in my platform include increased staffing and resources to support our venturing and vulnerable students.  I would also like to see resources allocated to meet the recommendations made by the Ad-Hoc Committee on Technology and District Technology committee.  This will help improve our technological infrastructure and better meet the needs of our staff.

Have two spotify playlists I turn to. One is a mix of upbeat country from the last decade.  The second is my “throwback” and those are all great nostalgia songs that just make me feel happy. 

 

Press Release – Making it Official

I guess nothing is official until it hits the internet!

This morning I filed my paperwork to officially seek re-election for a 3rd term as a School District 57 Trustee.

It has been an absolute honour to serve the communities of School District 57. I hope I have earned your trust over the past seven years and hope that I am given the opportunity to be an advocate for our children, our district and our communities for another four years. There are some unique challenges and opportunities ahead of us and I believe I have the experience and leadership to help the district through them.

I will be posting more details about my campaign leading up to October 20th. I do have some information already on my website at www.timbennett.ca.As I mentioned before I am not putting up campaign signs and self funding my campaign. The two best ways to support my campaign is to help spread the word and make sure to get out to vote. I am sure there are going to be a lot of strong candidates for the five Prince George seats. Every vote will matter!

School Board Chairperson seeks Re-Election  

Prince George; School District 57 Chairperson, Tim Bennett, will be submitting his nomination papers in hopes of seeking a third term as a Trustee on the SD57 Board of Education.  Bennett will be filing his papers for one of the five seats in the new Prince George electoral area.

In addition to his role as Trustee and Chairperson, Bennett is a Director with the BC School Trustee Association and is the Executive Director with Big Brothers Big Sisters of Prince George.  He is the former President of Volunteer Prince George, former President of Northern Interior Branch of the BCSTA and has been an active volunteer supporting various Prince George nonprofits and events.

“I am proud of what I have been able to accomplish in support of our students” he states.  “However, education is something I am very passionate about, and there is still work for me to do.  As I look ahead to the next four years there are a lot of challenges and opportunities facing our school district and public education.  I know I have the experience and leadership to advocate for and support our students, staff, district and region over the next four years.”

Bennett identified some of the priorities for the new board as:

Prince George – A Community with Heart

Written for Move up Prince George. 

I am sitting here drinking a coffee and trying to get warm after getting caught in a rainstorm.  Usually wet socks get me pretty annoyed but today is different.  Today I wish the rainstorm lasted longer and creates a bit of relieve to our region and province.

Before I get to far into my thoughts I want to send my thoughts to everyone who is on evacuation alert, and / or have had to leave their homes and communities.  I can not imagine what you are feeling.  Please know Prince George is here with open hearts willing to help anyway we can.

I also want to say a heartfelt thank you to everyone who is helping battle the fires and striving to keep homes and communities safe.  You are away from friends and family, working long hours in dangerous working conditions.  You are appreciated more than words can express.  All I can say is thank you, and know that it seems so little to recognize you for the sacrifice you are making.

What I have seen from Prince George over the past month is the motivation for my blog.  Prince George’s best cinnamon 2.0 will have to wait for another month.

(2009).  It called the city the Volunteer Capital of B.C. with a rate of volunteerism at 62 per cent for those aged 15 and older, compared to a provincial average of 45 per consent.  Despite this report coming out eight years ago nothing has changed.  I am saying this based on when you look at the over 3000 people who stepped up to volunteer in 2015 for the Canada Winter Games, and the thousands who stepped up in 2017 and 2018 to support wildfire evacuees in our community.  In a world where everybody says there is not enough time in the day, the citizens of Prince George always give what little time they have to create change.

 

Our Community is generous with our resources: 

 A large part of my job for the past twelve years have been fundraising. It is not an easy job but living in such a caring community makes my job a little easier.  I have seen time and time again Prince George step up and donate to our agency (Big Brothers Big Sisters) in support of our mentoring programs.  In addition to this job I have the privilege to be one of the administrators on Hell Yeah Prince George.  I see each and every day the generosity of our community members.  Whether it is financial or in kind support our community is not afraid to give and give generously.

 

Our Community is in good hands: 

Whether it is my work with Big Brothers Big Sisters, as Board Chair for School District 57 or as a father I am amazed at the generosity and social responsibility shown by our children and youth.  There is a lot of negativity about “kids these days” or “those dang millennials,” but I can say that our children and youth are building a stronger and more positive community.  Throughout the summer we see children selling lemonade for charity, forgoing birthday gifts to support the SPCA or spearheading random acts of kindness throughout our community. We see youth picking up garbage, doing food drives and volunteering their time to make our community a better place and we see those millennials creating change both locally and overseas, driving change in the charitable sector and creating businesses that create a social impact.  I have said it before and will say it again.  Our community, and our society is in good hands.

Stepping outside my comfort zone

I saw this on a friend’s Instagram today and stole it because it seems so fitting to how I am feeling right now.

Have not shared this news tons but trust me it is pushing me outside of my comfort zone and yes, making me feel a bit awkward at times.

I have agreed to participate in Boogie With The Stars 2018! The very skilled Peter and Paz from Dance North will be teaching me to dance and trust me that is going to be a chore in itself.

I am very fortunate that I will have the best partner possible, my beautiful wife Carli. She is very patient with me as I learn not to step on her and hopefully not give her a black eye (for those that know us know that I gave her a black eye when we took an intro to swing class at the YMCA.

We will be fundraising over the next few months to raise money to support the mentoring programs of Big Brothers Big Sisters of Prince George. As you know I am the Executive Director of this great organization and I strongly believe in the value and values of mentoring. What you may not know is Carli is an alumnus of BBBSPG and also believes in the power of mentoring.

We have had two lessons so far and has definitely pushed me a bit. We will be sharing highlights of our journey from now until New Year’s Eve. Will try to update here but will definitely keep my social media updated.
